RE: The tariff classification of Bandlock 2 Closures from the United Kingdom

Dear Ms. Bade:

In your letter dated July 20, 2000, on behalf of Plenty Products, Inc., you requested a tariff classification ruling.

The merchandise is the Bandlock 2 Quick Opening Closure, the closure’s hinge assembly and a locking mechanism. This letter is in response to a follow-up letter dated May 25, 2000. The original letter was delayed at the request of the inquirer pending additional information.

The closure, which resembles a hatch door, provides horizontal or vertical access to pipeline pig traps, filters, coalescers, separators and pressure vessels. The provided information confirms the multiple uses of the article. The locking mechanism is a duplex, stainless steel, conical thrust ring fitted between the door and neck to transmit loads uniformly to the circumference of the neck. It operates as a latch and does not use a key or combination. The hinge is an externally mounted double pivoted assembly of steel. The applicable subheading for the closure will be 7326.90.8586, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of iron or steel, other. The rate of duty will be 2.9 percent ad valorem.

The applicable subheading for the hinge assembly will be 8302.10.6090, Harmonized Tariff Schedule of the United States (HTS), which provides for hinges, of iron or steel, of aluminum or of zinc, other. The rate of duty will be 3.5 percent ad valorem. The applicable subheading for the locking mechanism will be 8302.49.6085, Harmonized Tariff Schedule of the United States (HTS), which provides for base metal mountings, fittings and similar articles suitable for furniture, doors, staircases, windows, blinds, coachwork, saddlery, trunks, chests, caskets or the like, other, of iron or steel, of aluminum or of zinc, other. The rate of duty will be 5.7 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
